After approximately 8 days of outage, it seems like Apple Developer site is finally back online. The developer website randomly went offline last week, Apple later acknowledged the issue and confirmed security breach being the reason behind the outage.
Earlier this week, Apple launched a status update tool for devs to help them keep track of the services as it gradually started restoring them one by one.
While the three Dev Centers (Mac, iOS, Safari) are all back up, some parts of the site is still offline, as can be seen in the screenshot below:
